2018-20 September 25, 2018 PHMSA Rescinds ECP Brake Requirements for High Hazard Flammable Unit Trains

Today, the Pipeline and Hazardous Materials Safety Administration (PHMSA), in coordination with the Federal Railroad Administration (FRA), announced changes to the Hazardous Materials Regulations (HMR) to remove the requirements for electronically controlled pneumatic (ECP) braking systems on High Hazard Flammable Unit Trains (HHFUTs). The HM-251F final rule, Hazardous Materials: Removal of Electronically Controlled Pneumatic Brake System Requirements for High Hazard Flammable Unit Trains, will be published in the Federal Register tomorrow under Docket No. PHMSA-2017-0102 (HM-251F) and will be effective upon publication.
