2017-47 November 10, 2017 Pre-Meeting Report on Proposals to be Discussed at the 52nd Session of the UN Sub-Committee of Experts on the Transport of Dangerous Goods

From November 27 – December 6, 2017, the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (SCETDG) will hold its 52nd session in Geneva, Switzerland. The SCETDG agenda will address 24 formal proposals (working papers) in 6 general topic areas as well as 8 informal (INF) papers as of the time of publication.

This is the second session of the new biennium. Changes to the UN Model Regulations agreed at all four sessions of this biennium will form the basis for amendments included in the 21st revised edition. In this report, we provide brief summaries of each proposal and link those summaries to the individual proposals. We present these proposals in subject categories as shown below.

  1. Explosives and related matters
  2. Listing, classification, and packing
  3. Electric storage systems
  4. Miscellaneous proposals of amendments to the Model Regulations on the Transport of Dangerous Goods
  5. Global harmonization of transport of dangerous goods regulations with the Model Regulations
  6. Issues relating to the Globally Harmonized System of Classification and Labeling of Chemicals (GHS)

As reported in HazMat Alert 2017-41, issued on September 22, 2017, PHMSA will lead a public meeting on Tuesday, November 14, 2017 to gain public input on current proposals and discuss potential new work items for inclusion in the agenda of the 52nd session of the UNSCOE TDG. Later that day, the Occupational Safety and Health Administration (OSHA) will lead a public meeting to discuss proposals in preparation for the 34th session of the UNSCOE on the GHS.
