2017-29 June 19, 2017 Applications for Special Permits: PHMSA

On Friday, June 16, 2017, The Pipeline and Hazardous Materials Safety Administrations (PHMSA) published in the Federal Register three documents containing applications from 33 companies for new or modified special permits. Following is a summation of these notices. Please note that of the three notices 2017-11343, -11344, and -11345, the first two (11343 and 11344) appear to contain identical listings. Links go to the Federal Register.

As we reach the halfway point in the year, we suggest readers review Technical Advisor Ed Mazzullo's report from the March/April 2017 issue, Preview of Regulatory Activity For 2017. There he mentions the major initiative underway to develop the Spring 2017 regulatory agenda. Agency submissions were due to the Office of Management and Budget by March 31. As of issuing this alert, The Journal is not aware of a planned release date for the Unified Agenda.

20436-N  Mistwood Aviation Services LLC  Applicant was trying to apply for party status to DOT-SP 10996.
20439-N  Total Feuerschutz  To authorize the transportation in commerce of fire extinguishers which do not have the “MEETS DOT REQUIREMENTS” label on them.
20444-N  Wiretough Cylinders, LLC  To authorize the manufacture, mark, sale, and use of non-DOT specification meeting the requirements of ISO 11119-1 except as specified herein.
20446-N  The CI Thornburg Co Inc  Applicant was trying to apply for DOT-SP12412.
20447-N  Wesmar Company, Inc  Applicant was trying to apply for DOT-SP12412.
20448-N  Korean Airlines Co., Ltd  To authorize the transportation in commerce of certain explosives which are forbidden for transport by cargo only aircraft.
