2017-26 May 16, 2017 Pre-Meeting Report: 51st Session of the UN TDG Sub-Committee, Reviewed by Frits Wybenga; PHMSA and OSHA Public Meetings

From July 3 – 7, 2017, the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (SCETDG) will hold its 51st session in Geneva, Switzerland. This is the first session of the new biennium. Changes to the UN Model Regulations agreed at all four sessions of this biennium will form the basis for amendments included in the 21st revised edition.

The SCETDG agenda will address 28 formal proposals (working papers) in seven general topic areas as well as 1 informal (INF) paper as of the time of publication. Additional INF papers may be expected as the meeting date approaches. One paper is not currently available in English; a translation should be provided in advance of the meeting, The Journal continues to check and will update the report online appropriately.

The Pipeline and Hazardous Materials Safety Administration (PHMSA) and Occupational Safety and Health Administration (OSHA) will hold public meetings for the TDG and GHS Sub-Committees on Tuesday, June 20, 2017, taking place at DOT Headquarters, West Building, 1200 New Jersey Avenue, SE., Washington, DC 20590-0001.

PHMSA Public Meeting: 9:00 a.m. to 12:00 noon EST, Conference Room 8-9-10
OSHA Public Meeting: 1:00 p.m. to 4:00 p.m. EST, Conference Room 8-9-10

In this report, we provide brief summaries of each proposal and linked those summaries directly to the individual proposals. Further, we have presented these proposals in subject categories as shown:

  • Explosives and related matters
  • Listing, classification, and packing
  • Electric storage systems
  • Transport of gases
  • Miscellaneous proposals of amendments to the Model Regulations on the Transport of Dangerous Goods
  • Global harmonization of transport of dangerous goods regulations with the Model Regulations
  • Issues relating to the Globally Harmonized System of Classification and Labeling of Chemicals (GHS)
