2017-21 March 30, 2017 HM-215N: The International Harmonization Final Rule Published in the Federal Register

Today, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a final rule [PHMSA-2015-0273 (HM-215N)] in the Federal Register, Hazardous Materials: Harmonization with International Standards.

The Journal's staff and technical advisors are still reviewing the Final Rule in comparison to the previously withdrawn Final Rule. At this time, it appears substantially the same as the previous Final Rule, with some editorial corrections, as well as a few changes regarding polymerizing substances to be covered in a forthcoming report by Senior Technical Advisor Frits Wybenga.

Due to the similarity of the published Final Rule to the withdrawn version, The Journal recommends readers review the report prepared by Technical Advisor Ed Mazzullo with Senior Technical Advisor Frits Wybenga from the Jan/Feb 2017 issue: PHMSA Issues Its HM-215N International Harmonization Final Rule.
