2017-20 March 29, 2017 PHMSA Issues HM-215N: The International Harmonization Final Rule for Public Inspection

Today, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issued via the Federal Register a pre-publication copy of Final Rule HM-215N Hazardous Materials: Harmonization with International Standards [Docket No. PHMSA-2015-0273 (HM-215N)].

Final Rule HM-215N amends the Hazardous Materials Regulations (HMR) to harmonize with recent changes made to the International Maritime Dangerous Goods Code, the International Civil Aviation Organization’s Technical Instructions for the Safe Transport of Dangerous Goods by Air, and the United Nations Recommendations on the Transport of Dangerous Goods—Model Regulations. Several amendments are also included as a result of work of the U.S.-Canada Regulatory Cooperation Council.

Notable amendments to the HMR in this final rule include the following:

  • Incorporation by Reference
  • Hazardous Materials Table (HMT)
  • Provisions for Polymerizing Substances
  • Modification of the Marine Pollutant List
  • Packaging Requirements for Water-Reactive Materials Transported by Vessel
  • Hazard Communication Requirements for Lithium Batteries
  • Engine, Internal Combustion/Machinery, Internal Combustion
  • U.S.-Canada Regulatory Cooperation Council (RCC) Amendments
