2018-25 October 18, 2018 PHMSA Publishes Final Rule HM-259: Notification of the Pilot-in-Command and Response to Air Related Petitions for Rulemaking

Today, the Pipeline and Hazardous Materials Safety Administration published in the Federal Register a Final Rule titled Hazardous Materials: Notification of the Pilot-in-Command and Response to Air Related Petitions for Rulemaking [Docket No. PHMSA-2015-0100 (HM-259)].

According to PHMSA, the amendments in this final rule align the U.S. Hazardous Materials Regulations with current international standards for the air transportation of hazardous materials with regard to:

  • Certain special provisions
  • Packaging requirements
  • Information to the pilot-in-command requirements
  • Exceptions for passengers and crewmembers
  • Responses to petitions for rulemaking submitted by the regulated community.

Final Rule HM-259 is available in the Federal Register. The Journal will follow with a full report by Technical Advisor Ed Mazzullo shortly.
